President Obama signed the 2009 Recovery and Reinvestment Act into law on February 17. Top solar provisions that are included in this bill are:
- The creation of a Department of Treasury Grant Program
- Improvement to the investment tax credit by eliminating ITC penalties for subsidized energy financing.
- A new DOE Loan Guarantee Program
- Tax incentives for manufacturing by offering accelerated depreciation and a 30 percent refundable tax credit for the purchase of manufacturing equipment used to produce solar material and components for all solar technologies.
